The San Jose town is pretty diverse with a lot of American people of Asian descent compared to other places in the US. Their type of clothes are not uncommon around there (not limited to San Jose or California but in the whole US): short shorts that show a lot of legs, sunglasses that cover half of the face. They travel everywhere with their cell/mobile phone in hand. They're probably dressed for going out, but I can probably imagine them dressing casually like that.
